On 1 October 2025, DSO Entity released a support document to help European Distribution System Operators (DSOs) prepare for the upcoming introduction of grid-forming power park modules (GFC PPMs). The advice in the document highlights potential risks and mitigation measures and is part of the actions from the EU DSO Entity Technical Vision. The document aims to provide a framework to support national implementation roadmaps.
The revision of the EU Regulation “Network Code on Requirements for Generators” (NC RfG) is expected to be finalised in 2026. Once finalised, larger power park modules will need to operate in grid-forming mode within three years, while smaller generators may follow in line with national roadmaps. According to ACER’s proposal, the national roadmap shall be published within two years once the EU Regulation is in place. However, this remains subject to the final European Commission’s regulation proposal.
This matters, as Grid-forming inverters, which actively support voltage and frequency control, are set to become key for the resilience, stability, and quality of Europe’s distribution grids. Given their growing importance, DSOs are progressively enhancing their understanding of the risks associated with unintended power islands and the corresponding mitigation measures. DSOs will need to identify the risks within their networks and determine the most efficient mitigation measures as part of their contribution to the development of national roadmaps for GFC PPMs. Also, the document presents advice for DSOs to determine the most efficient mitigation measures as part of their contribution to the development of national roadmaps for GFC PPMs. In certain cases, such as embedded medium voltage and/or low voltage connections, system operators and regulators may agree that the cost or practicality of implementing mitigations is very expensive, or even prohibitive, and consequently, GFC will be mandated accordingly.
Although this advice document is directed primarily to DSOs, it is also applicable to all grid users who will need to comply with the GFC requirements under the NC RfG.
