DSO Entity welcomes ACER and CEER’s Guidance on DNDPs

On 29 September, DSO Entity released eight key messages on Distribution Network Development Plans (DNDPs). Task Force Network Planning has been playing an active role within the European landscape, engaging in discussion with relevant stakeholders, as well as presenting key DSO perspectives on the topic during the Copenhagen Forum that took place in June. 

In this context, and within the ever-growing strategic importance of DNDPs, the Task Force has outlined eight key messages on the topic that should remain a cornerstone when considering the DSOs’ DNDPs. These messages highlight how effective DNDPs can become a pivotal tool for delivering a decarbonized European energy system. DNDPs should: 

  1. Respect national diversity: DNDPs must align with national laws, regulatory frameworks, and planning traditions. 
  2. Preserve their strategic role: DNDPs are not investment or regulatory approval plans, but high-level strategic tools. 
  3. Balance planning horizons: While 5–10 years is suitable for high-voltage grids, shorter horizons may be needed for low- and medium-voltage networks. 
  4. Strengthen scenario development: Plans should be based on robust local scenarios, consistent with national and EU targets. 
  5. Foster stakeholder engagement: DNDPs should enhance transparency around consultation processes and build public trust. 
  6. Ensure accessibility: DNDPs should be publicly available and follow FAIR principles (Findable, Accessible, Interoperable, Reusable). 
  7. Integrate flexibility and anticipatory investments: Flexibility solutions and forward-looking investments are vital for renewable integration. 
  8. Promote knowledge exchange: A European platform for sharing methodologies and best practices would support consistency without imposing uniformity across all EU Member States. 

By adhering to these principles, DNDPs can become a foundation of Europe’s secure, flexible, and decarbonised energy system. 

DSO Entity will continue engaging with ACER, CEER, and other stakeholders to ensure that DNDPs remain a credible and effective tool for DSOs to conduct transparent and efficient planning across Europe.
